The Pechanga Lies About Tribal Membership Show Incompetence from Enrollment Committee

A commenter from the CPP faction of Pechanga Band of Luiseno Indians routinely tries to shunt aside arguments of the Manuela Miranda family and Hunter family disenrollments as "simply correcting the errors in enrollment."

Well, the CPP had the perfect opportunity to put their money where their mouths were, but:

At the most recent membership meeting, a dilemma came up: The tribal enrollment committee recently 'discovered' nine applications that were submitted prior to the unconstitutional moratorium.

That brings up a few questions:

1. What happened to these applications? How could they be "lost" in a very small office?

2. Who had access to these papers and how did they suddenly become "discovered".

3. How incompetent are the members of the disenrollment committee. (remember, they disenrolled more people in the past 10 years than they enrolled)

Well, instead of doing the "right thing" and enrolling the nine applicants. The 'right' thing in correcting the tribal rolls by adding those who submitted their applications as required. The enrollment committee brings the question to the people.

All of a sudden, the general membership can now rule on enrolling members? Remember, the corrupt tribal council has ruled that the membership had no authority to halt the disenrollments of the Hunter family.

Well, a raucus meeting ensues. At these meetings, you get to speak by lining up at the microphone. Here's what sources had to say:

The Chairwoman of the enrollment committee presented to the General Membership at the last meeting that they found 9 applications for enrollment that were submitted before the moratorium but were never processed.

They wanted to know what to do with these applications. (process into the membership or not) The people discussed them at the mic and some of the comments were "do we have to share our $$ with them?"

When it came to a vote it was an overwhelming "NOT to enroll them".

Okay, so the tribe was NOT concerned about correcting the tribal rolls, or, they'd accept these applications. MONEY and GREED triumphed over what is right. Here is the kicker, GUESS which family the applications belonged to?

The enrollment committee was not allowed to say who these 9 apps were but everyone there knew (word leaked out) that they were all from the Murphy family!


That means that the tribe REFUSED to admit family of members ALREADY in the tribe! Was there a question about their lineage? IF so, shouldn't the whole Murphy family be evicted? After all, that family has NO lineal descent to a Pechanga person.
The members didn't want to do the right thing, which would have been to:
1. Enroll the members if they were valid, as the applications came in before the moratorium
2. Give per capita dating back to the moratorium which would have been somewhere near $1.4 MILLION dollars. to the nine.
So, when Pechanga Chairman Mark Macarro said "it wasn't about the money". Was he lying?

  1. Of course it is about the money. Greed, corruption and MONEY have always been the evil motivator for these so called "Concerned Pechanga People". Its all about the money. Time is on our side though because these corrupt people are going to be exposed and within the walls of Congress the sovereign crap that these people have been regurgitating is going to come to an end. Very few people know that a Hunter is also a member of Congress and has been quietly working the changes to come. Enjoy CPP, your time is marked. Be prepared to explain yourselves.

  2. Hey cousin, I am also aware of this and the ground work being down now. Imagine when Markie Macarro has to decide which documents to burn or shred as the walls come closing in. All the documents which have already been removed from the Tribe and are in archive and copied relating to membership etc are all going to come out. Imagine the look on the BIA's faces when they are called before Congress to explain their lack of action and incompetence. It is going to be a real show.

  4. Cant wait to see the faces of Murphy, Macarro, Jennie Miranda and Porn King Burbee when they are subpoened before Congress in November. It is about time. Boys, (and lady) you cant hide behind sovereignty this time. Congress has your number and your documents. Cant wait to see you get out of this one. No courts or tribal boundaries, or other bogus Indian crap can get you out of this one.

So this proves what our relative who was on the enrollment committee and what family members from the Manuela Miranda family said in 2003 is true that people who had their membership applications in before the deadline for the moratorium were not enrolled but I believe it was with the full knowledge of the CPP controlled majority of the enrollment committee.

    Well our family member and the people from the M. Mirandas as well as a member of the Garbonis, who reportedly the CPP tried again to disenroll last year despite that disenrollment is not a part of tribal law anymore, went to the tribal council but they did nothing about it.

    And then those CPP faction people on the enrollment committee were allowed to vote us out of the tribe because they had the slight majority on the committee and on the council.

    So the moratorium and disenrollment are two sides of the same coin and are directly related.

    Also, I believe there are many more than the nine people whose applications supposedly recently surfaced that were in before the moratorium deadline and that this will all come out soon.

  6. We still live in a country of laws. Despite the fact that some BELIEVE they can hide behind sovereignty to do their deeds, we are a nation of laws and even the Indian Tribes will be held accountable. Justice moves slowly but in the end it is more often just and fair. It appears that the time is slowly winding down and accountability and explanation will become the order of the day. This is good news to hear and I am looking forward to seeing the day when ALL indians must prove their bloodlines once and for all. The day is almost upon us. Anonymity is best so as not to give any upper hand to an already corrupt council and tribal government. Best of luck to all in the coming months. Justice is on our side.

  7. Well said cousin. I have heard and seen a little of what is to come. Keep your faith and know that in this world those who seek to disrupt, cheat or corrupt will be called to account and face their accusers in a proper forum where the balance of justice is not shielded by Treaty or implied immunity such as sovereignty. Truth will prevail. The only question is what happens to those who are exposed for their misdeeds? Time will tell.

  8. Also many thanks to our cousin and all the contributors on this blog. The time for talk is done. The actions and exposure of these injustices are what matter in order to move things forward. The enrollment committee (joke) and the Tribal Council of Pechanga need to realize that they have played their cards long enough. Let everyone know that this is not over until justice prevails. Justice is not the decision of the Tribal Council nor the Enrollment Committee. It will be the order of Law and the actions of the government whose responsibility it is to not let these abuses go on that will make the difference. Support the documentaries, the upcoming outdoor advertising, and other commercials scheduled to hit the air waves in October and November.

  10. Cousin, dont forget all the Pechanga youngsters (Thugs). They will be exposed for who they are and they will also be held accountable. Advertising and word of mouth are very powerful especially when the truth is done in media, print and written form. Confirmed BIA documents, other notarized statements professional expert testimony, it will all come out and then we can begin to re-build that which was so wrongly taken away in the first place.

  12. The time for talking is not over. The tribe should be talking to their membership and saying WE MADE A MISTAKE.

    They can recover from this mess by doing the right thing.

    Tribal members, YOU have lost money for the tribe because the tribal council acted outside the constitution. People are noticing. The tribe had to spend $50 MILLION more to defend Prop 94 than the other tribes did to defend their propositions.

    The bad and evil spirits have hurt the tribe.

    The quick payoff you got for stabbing other members in the heart, through their backs will end when Californian approve gaming through the state.

    YOU can influence that by doing the honorable thing and bringing home the people and that INCLUDES the moratorium people. The resulting press can be phenomenal and we can help that here.

    There will be MORE articles coming, more focus on the civil rights that were violated by the tribal council and more focus on WHICH tribes S. Californians should support.

    Look into your hearts and think about how you have hurt the elders and YOUR own ancestors by what you have done.

    The tribe voted to stop all dis-enrollments by majority vote before the Hunter removal. This would stand unless changed by majority vote, as it should have been and should be. I could see the concern that retribution would be taken and I understand that. But really I don't think that is the answer and would be highly hypocritical. That, as I understand it, is not our position.

    2. The future of lands coming into the tribe as sacred, a lie that Macarro perpetrated, will cease.

    3. "Bad tribal members" power and influence will be lessened.

    4. Legal counsel, such as Holland and Knight can be changed.

    It would bring the rule of law back into the tribe. The behavior of thuggish guards would not be taken lightly and would be dealt with. Yes we would benefit, but so would the public. In that corruption would be rooted out and dealt with. I myself would be against any disenrollments, and believe that everyone who is a member of the Band should remain a member for the rest of there life.

    But the main reason is because the Tribe would be making an effort to do the right thing.

  19. Also, there are HUNDREDS of people caught in the moratorium that are entitled to, deserve, should be included in all tribal affairs. It would mean that per capita would be reduced, but that MANY more will benefit and take more of that burden from the state and place it where it belongs: To the tribes.
