OPEN ENROLLMENT AT PECHANGA: But Why is there STILL a MORATORIUM

We've posted about this month being the constitutionally mandated month for Open Enrollment for the Pechanga Band of Luiseno Indians.     Yet, today, the government parking lot is quite empty.  shouldn't the enrollment committee be working diligently to enroll new members?   

The question that comes up quite often is:   Why is there still a Moratorium?   Pechanga said when it instituted their moratorium a decade ago, that is was to allow the enrollment committee to "catch up" on all the enrollment applications.  Well, should a dozen years be enough time to catch up?    Especially so since they have stripped 25% of the population of their citizenship, which had the effect of eliminating the heritage of so many children.

Recall that the disenrollment of two families started when members of those families that were serving the tribe on their enrollment committee raised concerned that one ENTIRE family had the right to be in the tribe but their application was not processed.  Stepping away from the terminations of two families for "not having lineal ties"  A lie that's was exposed by Pechanga's own expert, the question remains:  Why cannot every TRUE descendent be enrolled?
 The members of today are greedy and prevent those from joining their rightful place and receive the benefits of tribal citizenship.

As a commenter put it: If it's not about the almighty dollar, there would be no moratorium and the tribe as it stands would have no fear or greed about letting new people in.

So then, it HAS to be about GREED, keeping rightful people from the tribe.    We've written about the Tosobol descendents, but we are quite sure there are still others who belong and are kept out.

    They are related to the Munoas and the Vasquez family who are still in the tribe (there is also a Vasquez family who are from the Hunter line who are no longer tribal members)

    I will let their family member post the information about their claim but it is legitimate.

    But, I haven't gone to the links O.P. has posted here with this article, that their lineage is on one of those links.

  8. Funny how some of Bobbi Lamere's family was let in right after the Hunter was voted out of the Tribe. They stated they were applicants from right before the moratorium that should have been processed....funny how that vote worked. Then she 'retired??' from enrollment before her term was to expire....hmmmmmmmmm.

  11. first let me start off by telling you who I am my name is michael A Rios I am the son of manuel SR Rios my grand mother was Isabell Munio Aguirre Rios she was the daughter of Camilla Munion Salcido Aguirre She was the daughter of Petra Tosobol that is how we are related to the Tosobol clan she was the daughter of Dolores tortuga As You can see our family lines have never been broken.
    We have proof from the UNITED STATES DEPARTMENT OF THE INTERIOR
    Office of Hearing and Appeals just to name one source we have much more to prove who we are we have in the past sent all our proof to the enrollment commeet but have gotten no wear with them as You know.As You can see we truly belong But why wont they let us in
    If it is not about money We recently went to a probate hearing for anthony tortuga and we were told we stand to recive more land. why cant they let us in John Munio

  12. The moratorium was only supposed to last one year to catch up on the applications that were coming in but even so there were people who had theirs in before the deadline and reportedly this includes the Tosabols.

    But legally the moratorium law itself should have been ruled as unconstitutional according to Articles VIII which states:

    “THE SIMPLE MAJORITY OF MEMBERS PRESENT SHALL RULE AND DECIDE IN ALL MATTERS OF GOVERNMENT AND BUSINESS OF THE BAND UNLESS STIPULATED OTHERWISE IN THESE BYLAWS.”

    And Article II which mandates the enrollment committee to open up the enrollment the first month of each year.

    Because the Band's constitution and bylaws does specify open enrollment each year.

    The Tosabols belong in the tribe, end of story so let them in!

  15. Okay so what do we do now? What? There has to be someone, someone that can help all those on the moratorium that apparently belong. What do we do? How many total out there? We need to stand up. Yes stand up do something. I say send your enrollment application in again and again until we get some kind of answer. This is January the month they are accepting applications or did that change too. Another new rule they have put into play. Kinda like the bully on the block making up rules as they go along with the game they are playing

  16. My dad Manuel Rios is almost 80 years old. I recently found a letter he wrote it was addressed to Mark Macarro. This is the letter. Mark Macarro I have never heard of the Macarros' as Luiseno or Mission Indians of California I am 79 years old in all that time I never heard that name mentioned. I had gone to the Pechanga Rez when I was a child, my mother ane ,my grandmother would take me. They would give money, food and clothing. They never forgot their heritage, but it seems that new members like the Macarros' never remembered theirs. My lineage as Temecula Indian goes as far back as my great great great grand parents. Yet I am denied my Indian civil rights. I can not live on the land that my ancestors left me.

    This is where the letter ends. I want my children and grandchildren to be able to say and to know who their great grandparents were and where they were from, and not to have this taken form them. Not for it to be and end of a sad letter but the beginning of a new letter, with a great ending.

Dont get all excited AS EVERY 14 YEARS WE ALL HAVE BEEN ON MORITORIUM THESE APPLICATIONS ARE BEING EXCEPTED ONLY FROM MEMBERS CHILDREN AS I SEE IT THERE IS NO MORITORIUM IF MEMBERS CAN ENROLL THEIR ADULT CHILDREN 18 AND OVER DURING A FREEZE OR MORITORIUM OF ENROLLMENT --POLYSQWALIS SAYS

  20. I am part of the URSUA FAMILY,in fact i`m the head of the family. My cousins and i have fought hard to end this moritorium and we`re never gonna give up that fight.My cousins mike and manuel rios mean alot to me,they`ve spent a great amount of time proving they belong, it hurts me to see them tossed aside after the time they`ve spent fighting for what belons to them.Along with my cousin gary,which also has put up this moratorium,We as the tosabol clan find it time to stop this moratoium live together as one There is no need to continue figthing as we are doing now.let the tosabol and others that rightfully belong in.

    This is a true count of the Guavish Clan. Mary Ann Guavish had 4 children, we are taken from one of those children. The other 3 kids???????

  22. This is a question for Guavish Clan. Who is your family, your lineage? So you don't know where the 3 kids are, and are they part of the 5 adults? I didn't understand. I think the Partridge was part of disenrollment last year, but not the tree. LOL

    I am Michael's Nephew, my Grandfather is Manuel Rios SR. I remember as a young boy-maybe around seven or eight-standing outside the Riverside County Courthouse picketing,handing out fliers and the such. I believe our family is very active in attempting to get our family enrolled, and has been for the whole decade of this moratorium. We have gone to the Department of the Interior, the Pechanga Government itself, the news media, a few years back one of my grandfather's articles made it to the front page of the newspaper. NOTHING has been done for this.

  24. It took only two years to disenroll 400 people, why does it take so long to "catch up" for only 100 Tosobols who have land on the reservation?

    How stupid can the enrollment committee.

    Burbee, figure out the WASTE, FRAUD and ABUSE of the Enrollment committee. They've been meeting twice a week for 6 years and not enrolled ANYONE? They've been paid for each day worked. How much is that?

  25. So, I was wondering to myself today why has no one applied for a job at the Bureau of Indian Affairs and gone to work for this travesty to be fixed that way?     Or has anyone contacted the BIA Office of Justice? They may not be able to help with enrollment but they do help with issues pertaining to land management, I know that the Rios Family's allotment has had building done on it without proper authorization from the family head who is in possession of this allotment. I am sure others have as well, so why not go about it that way? If you start messing with their business I'm sure something is bound to happen for the better.

  26. the guavish clans begin with Tequate Guavish. He had 3 children that I know of.My great grandmother being one. She had one daughter who had 1 girl and 3 boys. I am from the daughters line who also happened to be who the allotment was left too.

    She sold the allotment when her mom died and moved to El Centro but continued to come to the Rez for some time.

    The family I listed is all that is left from the ONE daughter. The 3 boys are of course dead but they have children and I don't know where they stand...Moratorium or on the mailing list.

    10 great grandchildren
    Decendants of Candelaria Flores and her daughter Refugia. My great grandmother was Nellie, Refugia's Daughter and my grandfather was Severo, Nellie's son.
    These are the numbers from Severo's children. Hope this helps part of your question. We are all not enrolled members.

  29. Thank you, I want to know how many people the tribe is not trying to enroll......Our family is small to comparison as most of our relatives had no children or only One....

    I wish the tribe would come out and say the truth about why noone is being enrolled. It possibly can't be too many applications and they need a break. Maybe they should hire me with the rest of my relatives that are enrolled and zi will whip them into shape, as my kids can attest. :)

  30. The truth is..those greedy fuckers plotted from the beginning to commit theft via illegal moratorium.

    Pechanga fell as a result of a hostile corporate raid. Moratorium by another name is used to squeeze out stakeholders. Moratorium is nothing more than an illegal scheme to loot and steal franchisements from legitimate descendants.

    Descendants of Pechanga are stakeholders. Imposters raided Pechanga. Sad to say...every clan betrayed their own people for $.

    Now each clan continues to plot against other clans for dominance.

    Each clan has it predators and prey.

    Indians have always been targets of greedy eyes. Sadly, it has been Indians themselves who have been Indians' greatest threats.

    Sadly C.N. Flores descendant Francis Miranda was central in keeping her own blood out of the tribe and kicking her own blood, the descendants of Manuela Miranda who was the sister of C.N. Flores, out of the tribe.

    So I don't think you can expect any help from her.

    It is so odd that Manuela Miranda is removed but not his sister and her family....

    I am ignorant to how the membership works in our tribe. It is crazy how some families are enrolled, how brother and sister can be torn apart, and how non pechanga people own allotments on the rez (or just live there).

    It gets a little confusing. Its kinda like the US laws, so many laws outlaw the other that noone really knows the truth anymore.

    THe tribe should start and end with those that owned or were given allotments as that seems the only fair way to decide heritage.

    The Church records are burnt, people are stabbing their own family in the back and everyone is afraid to tell the truth.

    It is shameful to lose what was given to you for in reality NOTHING.

So I called the enrollment committee again today and asked to have an enrollment application mailed to me and they said they are only giving out applications to children of enrolled members and that I was not able to have one. They also said the moratorium was not to be lifted until 2017 and to check back periodically just incase it gets lifted earlier. So how am I supposed to get an application? Any suggestions...?

  36. Make sure when you walk in to say you just are there picking up an enrollment application. Try to be vague about who you are enrolling.

    I got lucky and there was a young girl at the desk who just handed it over where as the older woman might not be so giving.

  39. That would be more then helpful! It also would give the enrollment committee something to do since they are only taking applications from children of enrolled members. And it looks like the year 2014 has become 2017 as to when the moratorium will end...INTERESTING!!!
