The shameful disenrollments at Pala are in the news.
But now, renewed doubts about Britten's lineage are at the root of a divisive "blood quantum" dispute roiling the 1,000-member Pala Band of Mission Indians, formed by the fusion of the Cupeño and Luiseño bands.
At issue is whether Britten was a full-blooded Indian. OP: That issue was settled by the BIA decades ago.
The governing board of the Pala Band in the last year has "disenrolled" some 162 descendants of Britten, cutting them off from their monthly share of the tribe's profit from casino, hotel and other business ventures, about $7,500 a month, in addition to health insurance and other benefits.
The Pala dispute echoes those at other Indian tribes in California and elsewhere, where money has complicated disputes over identity, nationhood and personality conflicts, according to David Wilkins, professor of American Indian studies at the University of Minnesota and a member of the Lumbee tribe in North Carolina.
"Somewhere, as tribes have tried to reconstruct their sense of nationhood, particularly in tribes with casino money, they hit upon disenrollment as a way to settle disputes over personality issues and money," Wilkins said.
The American Indian Movement estimates that upward of 3,000 tribal members from two dozen tribes in California and other states have been "disenrolled" in the last 15 years. "Tribes are being destroyed by it," Wilkins said.
Firms now offer DNA testing to prove Indian ancestry, while "disenrollment clubs" offer succor to those no longer welcome in their tribes. Angry websites collect accusations of betrayal.
Robert Smith, Pala's strong-willed chairman, is not moved by the appeals of those who have been disenrolled, nor by the dire assertions of Wilkins, nor by recommendations from Bureau of Indian Affairs officials to reverse the disenrollment decisions.
Smith said evidence shows Britten's father was a white man, not an Indian, and thus Britten and her progeny were not full-blooded Indian.
"This is not about money, this is about what's right," Smith said during an interview at the casino's food court, to the plink-plink of nearby slot machines. "I've heard all the arguments about Margarita Britten. All the old people knew: She was only half-Indian." OP: All the current people know, Robert Smith is a tyrant.

Robert Smith quoted Macarro to atee. It's not about money....LOL. That's exactly what it's about, and political power within the tribe. Mark said it best when interviewed about the disenrollment. When Pechanga didn't have anything, no one wanted to be Pechanga, but when it looked like they would have a Casino, everyone came out. Problem is Marcarro didn't move to the reservation until it looked like money was coming. Also, the people who he responded about had been on the reservation since WW2. If they ever investigated the families that kicked out the Hunter's they'd find that, unlike the Hunters, they are not Pechanga Indian at all.

I wonder what Robert Smith is buying with his sudden increase of money. I heard that when Pechanga disenrolled not all the per capita money went back to the tribe. A percentage of the disenrolled per capita was skimmed off for Mark and his crew. Is Robert Smith doing the same?

The general council voted to Accept that decision and Smith himself signed letters saying she was 4/4. Again last month the bia said we again have researched it and she is 4/4 pala blood. what gives Smith the right to go against a 1989 FINAL decision by the Bia he is a corrupt leader and the tribe should call a meeting and have him removed. These people should be reenrolled because they are who they say they are and it has been proven at the highest level. I don't know anything about this family's history other than I have seen the name on some of the census records.
However, 'For All Nations' is correct, local people had a presence on both sides of the current borders.
Do you realize that the Luiseno dialect , the language of the Pechanga, and some other local dialects have a few words that are rooted in the Aztec language?
Not a lot of them but some so that shows a historical relationship between the indigenous people in what is now Mexico and those who now live in Southern California.
Besides this but California used to be part of Mexico, so if you were a California citizen. I guess maybe that made you a Mexican Citizen (seems so to myself). That is until Mexico ceded California in 1848.

Never has Smith put up one shred of evidence or even bothered to write up his position and let the Regional Director review it for its legitimacy. Now, he puts it in a news article. Poor showing. If he feels so empowered to destroy the identities of 162 of his "own", then what will he do next? Attacking a proud woman of 4/4 Indian blood and heritage then saying he has evidence in a newspaper article when he never put it on the table in the beginning is the worst thing a tribal leader can do to his own People and the Spirit of Margarita Brittain.

It was not until I DNA tested that I knew how our Pechanga Indian and European mix genetics 'showed' in each of us.
As we continue to mix our phenotypes will continue to show amazing expressions.

In the San Luis Rey Mission records of Juan Macarro's second marriage to Isabel Tapia in the 1890s, a relative of Paulina Hunter, it says that he had been a resident of Pechanga for sixteen years but that he was from Pauma, another local Luiseno tribe.

However, don't they claim to be the descendants of Paulnario Macarro, Juan and Isabel's son?
Ironic that back in the day, if Juan was a Luiseno, even if he was from Pauma, who was living at Pechanga when the reservation was created and he had lived there for years when he married one of the people, the people wouldn't have objected to him being considered one of their own and it is only since gaming that they make a big deal out of it.
But fair is fair as the enrollment committee claimed, falsely though, that we the Hunters are from the San Luis Rey Tribe, so if the Macarros really are from the Pauma tribe, then they shouldn't now be tribal members.
By the way, the San Luis Rey reference for the Hunter family was because her grandson John Miller said he was San Luis Rey in a 1928 application for enrollment as a California Indian but anthropologist Dr. Johnson said that was the same as someone today saying he or she is Luiseno and that a lot of other people from other Pechanga families still in the tribe also had family members stating in 1928 applications they are San Luis Rey.

Alright we now know how you feel about Goldberg. As your words are convincing on an emotional level it is now important to make your statements credible by backing up what you say with facts of her wrongdoings. Show me in her own words what she has said or written that troublesome to you or harmful to Native Americans. If you do this people will listen more intently and perhaps look at her differently. As it looks right now you are just some person who appears to be on a verbal tirade who is unimportant because there is no substance behind the accusations. I am not saying that I disagree, but there is no proof there that I can agree with or check to see if what you say is true. And the B.I.A....Well they're a "Joke," and a "Bad One" at that. They see what is going on, and choose not to act "Responsibly." "Criminal Acts" abound in "Indian Country," with "Chickenhawk" backing their every "Illegal Criminal Act" without question. There has to be a "Breaking Point"........

You are so true in your statement that you do not have to present information as I would like. Understand that I am in support of your efforts and work. We all have issues that we deal with, so I tell you this instead of me waiting to hear what Goldberg is about I am going to do some research my-self. We need to expose those who have worked to benefit of the blood of our ancestors, for if we do not then people like Marc and Goldberg will have gotten away with destroying our history and future.

I have to agree with Eagle-Eyes every person has something to offer. If it was not for people like you I would be so demanding that I would not like myself. Every post has meaning for there is a lifetime of experience that is shared. Again I have to apologies for my demanding of information.
