From the Pechanga Band of Luiseno Indians in Temecula CA here is the breakdown of the theft of per capita by the Mark Macarro led tribal council:
The Hunter family has lost $1,920,666 per person, in per capita payments alone. We arrived at that figure by taking the last full year of per capita $268,000/12 months and multiplying that loss times 86 months of disenrollment. 95 adults at the time of disenrollment equals: $182,463,000
The Apis/Manuela Miranda family was disenrolled two years prior in 2004, our previous posts mistakenly put their disenrollment in 2005. The per capita was slightly less, about $17,000 per month times 94 months of termination: $1,870,000 times 135 adults equals: $252,450,000
Moratorium People NEVER shared in what was rightfully theirs. The per capita went up to $360,000 per year for those remaining after elimination of tribal citizens. Yet still, thug members were involved in drugs, shootings and carjacks.
Pechanga Theft of $454 MILION Includes additional $19.4 Million in Health Insurance, which would qualify under Obamacare as a "caddillac plan". Per capita losses are $200,000 PER DAY.
These totals do not include lost education assistance nor does it account for family members that attained the age of majority.

ReplyDeleteIf Mark Macarro was an honest person and went by the tribe’s constitution and bylaws then he would have no fear or shame to settle this matter once and for all to let everyone see. All he needs to do is let the B.I.A. settle this matter going by the tribes constitution and bylaws and the disenrolled going only by legal documentation that they have.

He used these members as tribal when he was trying to get the Casino because there was strength in numbers. Once the Casino was approved, he figured out a way to increase the per cap by kicking out people he didn't like or that disagreed with his greed. Same for Raymond Basquez....how do they sleep at night?..

ReplyDeleteBut it wasn't just about the money, When we started to question the way things were mishandled, when we brought to light the improprieties of the moratorium. When it looked like they might lose there iron fisted hold on the Tribe. This is what first prompted the disenrollment.

ReplyDeleteWhen our family (The Hunters) were first brought before the disenrollment committee, I made the suggestion that perhaps it was time to take control of the office complex, lock all the doors and occupy the offices. After all, my thought was what could they do about it, we were still members, so they couldn't call the police (it was an internal matter).
No one agreed with this, and I was told we wanted to do it in a lawful manor and in accordance with our constitution.
I wonder if things would have worked out different. Instead we decided to hire high priced lawyers that took a lot of my money and accomplished nothing.
But what about our 75 year old mother who was with us at our hearings and other Hunter family elders and our sister who is considered handicapped who were at the hearings with us? Would it have been a good thing to subject our elders and more vulnerable family members to possible violence?
ReplyDeleteBecause while the police might not respond there as it is an eternal affair, we would have been at the mercy of the tribal thugs and even some of the thugs on the tribal rangers, some of whom are armed.
Of maybe we could have called the Riverside County Sheriff,s Dept. ourselves and asked them for protection if we had occupied the government center? As they were always open to protect us when we have picketed accross the street from the casino. In fact, sometimes they would pull over hecklers passing by our rallies.
Hasn't it been reported on this site that Raymond isn't a true pechanga Indian?..so she wouldn't be either...that's probably why they wanted your family out...afraid they would be kicked out instead.

It will pick up a lot of news coverage and attention that we need. We can't let a few lying greedy people from each tribe control and dictate the lives of thousands.
ReplyDeleteThis is what it's going to come to because the outside BIA and gov't don't want to get involved or help. The corrupt tribal leaders make up new tribal laws to give them the power and make themselves housing authority/enrollment committee/tribal welfare committee/and making their sister in law head of the election committee, makes it easier during the so called elections. Then they expect the BIA to follow these tribal laws and not get involved. I wish I could make up my own laws and tell the government I'm not paying taxes anymore I made a law saying I don't have to and I'm sovereign so you can't get involved.

Once we gather the numbers we are taking control of all tribal halls run by corrupt tribal councils who harm their own people simultaneously. The outside is not willing to help us and the same corrupt leaders like to say its an internal matter to keep others from seeing they have no just cause for their actions so now we will make it an internal matter. Doing this simultaneously will give us the attention we need from the media and government. It's time to make this happen. It's time we fight back. I know everyone wanted to do this legally we did too but that hasn't worked for any of the thousands of wrongfully disenrolled. It's time to take action. This is our REVOLUTION to overthrow corrupt oppressive regimes. It's been done throughout history with success. When the people are fed up by their dictatorship they fight back and that's what it's come to. For them it's about money and holding onto power, for us it's our heritage and family.
ReplyDeleteThe Pechanga tribal government follows a legitimate internal government process to determine tribal membership. It has worked for years. Understandably, the non-members who become disenrolled under this process object to it and the result it brings to them. Please know, Dear Reader, the courts have long followed the doctrine that tribes determine their own membership in their own forum. The non-members cannot accept this doctrine or their fate under it. One day perhaps they will turn their faces to the sun and forswear their negativity toward Indian Country, so they may go in peace to enjoy their lives as Americans.

They came to the tribe in 1950's. and to anonymous who feels "Pechanga follows a legitimate....." I know a secrete about how the Hunters got dis enrolled My son shared a cell with Vincent I. when he lied in the letters about who the Hunters are. ReplyDeleteHow did pechanga follow a legitimate process when the council itself hired a renowned genealogist who found in favor of the family in the %90 tile that they are from pechanga and then the council decided NOT to go with his findings and with here say from biased members. Then chairman Mark Macarro has the nerve to say his results were inconclusive not being a %100 and only %93. REALLY do u believe your own bullshit Mark?

ReplyDeleteIf the tribe determined membership then why would they hire an outsider genealogist? I thought only the tribe knew its history not genealogists? Isn't that why you decided not to go with his %93 findings in favor of the disenrolled family chairman Mark Macarro? Then why hire him in the first place? Hoping he would have found something in your favor and when he didnt you decided to drop him?
ReplyDeleteTo anonymous June 8 9:22 AM the Pechanga government did not follow their tribal government process. Pechanga’s enrollment committee hired an expert Dr. John Johnson to trace the hunter family. He puts them at 90% Temecula Valley Indians and 100% from Pechanga. One reason they probably dismist him was that 3 letters were turned in one from Raymond Basquez the other from Gloria Wright and the third came from Vincent Ibanez while he was in prison for child molestation. These letters had no documentation to back up there accusation but the enrollment committee said they will go with these letters. The hunter family went to the Laguna Nigel Archives and had all documentation stamped and red ribbon for the enrollment committee. So with the Dr. John Johnson report and the documentation from Laguna Nigel the committee said it doesn’t matter what is turned in they made up their mind to disenroll. All Pechanga has to do is let the B.I.A. settle this but that will show the corruption that took place. This is like your congress person taking your property and citizenship and rights away and saying you have no appeal process. We know this couldn’t happen in America because every American has a god given right to be heard in a court of law unless you are a Native American. There is no negativity towards Indian Country only a corrupt Indian Government. So we will keep fighting for our live and identity that was stolen.
