Paskenta Gaming Commission REVOKES Gaming License of Former Commission Member: $2 MILLION Misappropriated

The Paskenta Gaming Commission announced today the decision to revoke former Gaming Commission member Juan "Jon" Pata's gaming license based on recently discovered violations.
Jon Pata is a member of a family that was recently suspended from membership of the Paskenta Band of Nomlaki Indians, the owner of Rolling Hills Casino, after recently revealed genealogical evidence established that the Pata family has no ties to the Tribe and they do not qualify for membership under the Tribe's Constitution.
Members of the Pata family had obtained leadership positions within the Paskenta Tribe, including Tribal Council positions and control of the tribal Gaming Commission, which regulates gaming at the casino.
After the Pata family members were removed from their positions, the Tribe's initial investigations uncovered misappropriations of tribal funds totaling over $2 million. The investigations also revealed that on October 10, 2013Ines Crosby, a Pata family member and former Tribal Administrator, cashed a check at the casino cage for nearly $200,000 and left with grocery bags filled with cash.
Prior to that transaction, Jon PataInes Crosby's brother and a Gaming Commission member, instructed the casino's surveillance staff not to watch the transaction and not to tell anyone about it.
Brandin Paya, current Tribal Gaming Commission Chairman, stated, "Rolling Hills Casino has always been a model operation for regulators and law enforcement agencies. They frequently requested to use Rolling Hills Casino as a training facility to demonstrate proper management and regulation. We are saddened by these revelations and intend to conduct a thorough investigation of past practices involving the Pata family and former Gaming Commission members. More importantly, we intend to continue to focus our efforts on working with the National Indian Gaming Commission (NIGC), the federal regulatory body, and the California Department of Justice Indian Gaming Unit to ensure that we remain a model facility."

  2. Investigations, convictions, sentences, tribal reclamations, the corruption is finally rearing its ugly head and many will be caught and proven criminal, while others will see the justice they have been hoping for. Keep up the fight and bring back Indian Country to the traditional, humble, spiritual way that it once was.

  3. What Mark forgets is the tribe did decide who is in the band, all the way back to the creation of the reservation. For the corrupt to step forward and disrespect the tribal elders who have passed away but left certified depositions to the creation of the band is sick. These corrupt actions are not Indian, they are corrupt acts of fake Indians. Disrespecting elders is an unfortunate act that needs to be stopped even by force if necessary.

  4. Once your recognized and enrolled in a band, also recognized Federal and State wise, why would you or your clan be dis enrolled? Greed is the most blatant reason. Clans, families, friends may not always get along or understand each other, but saying I am more deserving than you is not what our creator picked us for. We may not get along today, but that's not yesterday or tomorrow. Indians have always supported each other or left each other alone. Except when pushed into a corner with nowhere else to go, fights brake out.

Because they have the proper amount of Politicians bribed. The others obviously did not have the correct number in there hip pockets.

  7. Because a tribal member must make a complaint and turn her in (this would mean dis-enrollment ) for the rat fink. Or possible murder.

You must remember there are what 300 dirty ass mirandas in the tribe? 200 dirty murphys and 100 dirty macarros.

You would be killed if you came forward to report her son larry took 4 million out the door.

  8. The tribe can say, "no cupcakes for a week jennie" for stealing 50 million .

As long as nobody goes to the FBI ,thats the end of it.

    Eric Holder does not care.

There are cracks in the the Dirty Dam. Mark has stepped forward a couple of times to the snake and tried to justify their corrupt acts. The snake shook its head a couple of times and said go home and fix the problems yourself if you want the whole yard. Bring back the dis enrolled members!!! It's time to correct the mistake.

  10. Butch when are you gonna do something right? You can try and fix the mistake too. Remember the day you were accepted? It's past the time to fix the mistakes! "ALL MEANS ALL" Butch, Mark

  11. Why can't a disenrolled report it to the FBI?

  12. I have read the comments about the Miranda's, and I know that you are not speaking about those of use who's elder and ancestor was Manuela Miranda granddaughter of Pablo Apis. What I ask is that you not generalize my family with that of my grandfathers first cousin Francis. We are a proud family and we know who is corrupt and who is not, but there will be readers on this site and others who will mistakenly believe that such statements like "dirty ass mirandas" applies to us as well. It is my belief that the tribe made a deal with the Feds. What the deal was I do not know, but I think there is a lot more to the story than what was told. We can continue to fight by writing letters. Research projects, Visible support of other disenrolled who seek justice through the courts, and support of politicians who are sensitive to our cause.

"Why can't a disenrolled report it to the FBI?"

Really? Is it really ok to ask that?

The disenrolled are working on things to try and shed the light on the corrupt acts being broadcast inside and outside the band. A lot of people outside the band can now see the truth. Hope you can too. What Jennie did must be acceptable? What her son did, must be also? Mark lying inside and outside the band must be acceptable too? Band members on the enrollment committee saying and belittling the bands Elder Ancestors must be acceptable? Denying that your own paperwork says the same as the clans you dis enrolled is acceptable, if you have any at all?

  15. Everyone who is concerned can keep writing letters, making phone calls, sending emails. It took almost 30yrs. for the CPP faction to grow and send lies forward to dis enroll family and clans to gain power and $$$$. Even if it takes 100yrs. to expose the corruption in true light, keep going its the right thing to do.

  16. The corrupt behavior costs a lot of money to the outside. The donate huge amounts of cash, and tell lies along with the donations. The phone calls, emails, letters just cost time. Little bits here and there. The truth out ways the lies told and the money just keeps getting donated and spent. Lies are lies, and truth is truth. The truth will be carried on forever.

  17. Maybe Mark can justify writing letters and making phone calls via his wife? We donated $1 million to her company? Trying to bury the lies in cash. Even cash donations to Senators, Congress, on and on.

  18. IGRA=casino added to reservation, Federally recognized land? How was the reservation created? Why was it created? Who was Federally, Locally, and Band recognized in its creation? What was IGRA supposed to do? Did it do it for all recognized band members?

    ReplyDelete
  19. Who was the Superintendent at the Riverside BIA during the Pechanga disenrollment escapade? Who was the the tribal Chairperson at the same time? Did the IGRA benefit "ALL" recognized Indians in the band both Federally and state and by band?

  21. Maybe you guys should think about hiring the same invertigator that Pala is using. I hear that he is the best out there. And he is not afraid to approach anyone, big or small. He has a few years working with Tribal Casinos and he knows the ins&outs on accounting and his is very savy on Indian law and customs & Triditions. He is just the man to take down Macarro, and the best thing is he can't be bought, no matter how much money he is offered, he won't accept a bribe.

  23. His business's name is on our Pala Watch blog under the agenda on the general council meeting announcement. Hope all works out well. I know how much it sucks to be disenrolled and it is overdue to get rid of these corrupt leaders and let all families have a representative in the committee.

  24. Pechanga already hired Pala's investigator. The company name is McKinney Investigations. Unfortunately he was hired by Mark Macarro. He completed the job, and his company may be available for hire by the disenrolled families. At this time though I think he and his employees will have their hands full with the Pala investigation.

  25. The reason why there are Miranda's is Francis used another relative/offspring of Pablo Apis. Remember I said that Francis is/was my grandfathers first cousin. Also there is Miranda's by marriage.
