In a statement, the Redding Rancheria which runs the WIN RIVER CASINO said it "believes the City of Redding has tried to kill the tribe's Casino Relocation project. By selling this public property to a private entity with deep pockets, the City of Redding is trying to prevent commercial access to the Tribe's I-5 property, which could prove detrimental to the viability of the Casino Relocation Project."

Navy's Defective Determination on NAGPRA
The bill expands on the existing Native American Graves Protection and Repatriation Act (NAGPRA)—a federal mandate enacted in 1990 to allow tribal leaders to reclaim human remains, burial items and other sacred objects from institutions. The federal law, however, excludes tribes that are not recognised and listed by the US Interior Department—a significant failing in the eyes of tribes in California, many of whom lost their recognition during the mid-20th century.
The state bill would create a Native American Heritage Commission that would identify and maintain a list of California tribes to consult in repatriation matters, and would revise the definition of “California Indian tribe” to include tribes that are not federally recognised. It also defines “museums” as any institutions that receive state funding—even partially. The bill is expected to be signed by governor Gavin Newsome by 30 September.||

Harlan McKosato passes on. Noted Native Ameican Icon Was 54.
I was lucky enough to discuss tribal disenrollment on his Native America Calling show. He understood the issues.
A man who spent 12 years as the host and producer of the nationally broadcast radio show Native America Calling and was once considered the “voice of Indian Country” died Tuesday, surrounded by friends and family.
Harlan McKosato, 54, was a citizen of the Sac and Fox Nation of Oklahoma. He grew up on the Iowa Reservation in the north-central part of the state.

CA Governor Newsom Silent on Tribal Casinos Staying OPEN During CoronaVirus

Okay to go to casinos on tribal land with a THOUSAND strangers? Way to protect our health Newsom.
Thunder Valley Casino has been under fire in recent days from both current and former workers who say the resort is not doing enough to keep employees and guests safe after reopening in June amid the coronavirus pandemic.
A number employees who ABC10 spoke with sought to remain anonymous out of fear of losing their jobs, and one other spoke after quitting her job of 13 years. All of them came to a consensus: The casino should not be open.
Sovereign land gives tribes to remain open but does that make it right?
California Gaming Association wrote to Newsom that he has the AUTHORITY to order casinos closed in the compact they signed with the state.
Sec. 12.1. General Requirements.
The Tribe shall not conduct Class III Gaming in a manner that endangers the public health, safety, or welfare, provided, however, that nothing herein shall be construed to make applicable to the Tribe any state laws or regulations governing the use of tobacco.
In short, if your office has made a determination that gambling facilities pose a risk to the health and safety of the public in certain counties, we ask that you call upon ALL gaming operators in the targeted counties to close.
What is Gavin Newsom afraid of with tribes? Racism? No, he's closing Chinatown, Little Tokyo, Olvera Street, Little Saigon. He's allowing BLM protests.
What are his options? He can use his bully pulpit to ask CA to NOT go to tribal casinos, to urge them NOT to put themselves in danger. He can roadblock the casinos. Or, tribal casinos can do the right thing and shut down to protect it customers.

Former Chukchansi Leader Dustin Graham Walks On
Dustin Graham former Tribal Chair from Picayune Rancheria of Chukchansi Indians has walked on.
Graham was on the PRCI Tribal Council and a chairman, which disenrolled 600 Chukchansi citizens in 2006-2007 and tried to disenroll more subsequently. He was 49 years old.
At a CA Native American Caucus event in Sacrament, he spoke AGAINST a resolution providing sanctions for disenrolling tribes:

In the past weeks, Americans of various races and tribes have marched against racism as an aftermath of the murder of Mr. Floyd. I pray the Floyd family will receive justice in the courts of law.
But there are places within the United states in the year 2020 that blacks are openly denied the right to vote and hold elective office, to obtain jobs and contracts, and to obtain assistance from Federal funded health and housing programs based on their ancestry as descendants of African slaves and
their black skin color. One such place is the Oklahoma based Creek Nation.
The Creek nation treated with the Confederate states in 1861 largely to keep black chattel slavery permanent.

A lot of my friends have asked why I won't go inside Win-River Casino, why I refuse to "Support the Tribe", or affiliate with organizations or groups with Redding Rancheria.
This Man is the reason. He is my Grandfather, Edward Robert Foreman Sr. Affectionately known by his grandchildren as "Papa Bob", an Achumawi Pit River Indian, a United States Navy Veteran and FIRST Tribal Chairman of Redding Rancheria.
Was one of the founders of the California Rural Indian Health Board (CRIHB) which provides health care services to Indians throughout Northern California and opened the first Native American Health Care Clinic in Shasta County. Through his efforts, several Indian health clinics and facilities were opened to serve the Indian community.
He was instrumental in the re-recognition and re-organization of his tribe, Redding Rancheria and was elected its first Tribal Chairman and faithfully served on the tribe’s governing council for 20 years. And with my father, played a major role in opening Win-River Casino.
In 2004 he was disenrolled, kicked out of the Tribe he founded, by the same people he dedicated his life to, for reasons that were based on and proven to be a lie.
The real reason was Greed but those with no Honor will ever admit that. If those that wronged him asked for his forgiveness he wouldn't have hesitated to forgive them either, that's the kind of man he was.
My Grandfather passed in 2008 when I was in Boot Camp, he never saw justice or his name reinstated. He now rests in the Veterans Cemetery in Igo.
REDDING RANCHERIA could END their shame by restoring the family to their rightful place in the tribe. DNA tests? Oh, yeah, they ignored the evidence.
