Tribal Disenrollment: Greed-Driven Theft Robs Tribal Members of Their Birthright and Their Rightful Per Capita Payments.


In the trailer for the documentary on tribal disenrollment,  YOU'RE NO INDIAN, at the :42 mark, per capita is discussed.  

Why talk about money?  Because when discussing disenrollment, some people are ONLY interested in how much money is lost.  They don't care about the loss of heritage, civil rights, or the abuse of our elders.   SO here it is.  $1,160,000,000  
 
Disenrolling tribes say that disenrollment isn't about the money (yes, they are lying).  Well, as the numbers here for the Pechanga casino prove, disenrollment enriches those remaining.  The rest is about controlling power, then you can control OTHER TRIBAL MONEY, like all expenses paid work travel including family, or giving tribal business to your wife's lobbying firm.

From the Pechanga Band of Luiseno Indians in Temecula CA here is the breakdown of the theft of per capita by the Mark Macarro-led tribal council.  Mr. Macarro is the President of the lobbyist group The National Congress of American Indians.

The Hunter family has lost $5,448,000 per person, in per capita payments alone.

We arrived at that figure by taking the last full year (2005) of per capita $268,000/12 months (this includes a yearly bonus) and multiplying that loss times 227 months of disenrollment. 95 adults at the time of disenrollment  totals: $5,448,00 EACH.  Total loss equals: $571,560,000

The Apis/Manuela Miranda family was disenrolled two years prior in 2004  The per capita was slightly less, about $17,000 per month times 251 months of termination: $4,267,000 times 135 adults equals: $576,045,000

Moratorium People NEVER shared in what was rightfully theirs. The per capita went up to $360,000 per year for those remaining after elimination of 2 large families of tribal citizens.  The Petra Tosobol descendants should have been making over $15,000 per month had they been enrolled as they were rightfully entitled. They were over 60 adults.    

Despite being the leader of the Pechanga Band of Luiseno Indians, Mark Macarro has reportedly excluded members of his own family from the tribe, prioritizing his own personal gain over the well-being of his kin.   

Thug members who were involved in drugs, shootings, sexual abuses carjacks still qualified. Pechanga Theft of $1,160,000,000 (That's over ONE BILLION DOLLARS) Includes additional $27 Million in Health Insurance, a so called "Cadillac plan" under the Affordable Care Act.

These totals do not include lost education assistance nor does it account for family members that attained the age of majority. I wanted to keep the numbers static. 

 I'll gladly update if the tribe wants to give me the current numbers

    CEO Tracy Edwards of Redding Rancheria stated it was always a question that the Foremans belonged. In 2002 before the Foremans disenrollment Mrs Edwards honored Bob Foreman (the tribes 1st tribal chairman) as an Elder of Redding Rancheria and thanked him for his accomplishments for his people and tribe. Why would she do this if the Foremans lineage was always in question? 2004 after the Casino's expansion she ignored the evidence the Foremans brought to her and she even ignored her own private investigators evidence proving the Foremans are descendants of Virginia Timmons. Sad what power and greed does to people.

    1. Trump doesn't care about disenrollment in fact, he seems to be impressed with those who have money and power. For over 20 years Republicans and Democrats alike have turned a blind eye to mistreatment by tribes of their citizens. It is doubtful Trump will continue to be any different than he was in his first term when he did nothing to help the situation.

    2. Mistreatment of tribes? You aren't talking about successful tribes who operate gaming facilities are you? While I do feel awful for their history of discrimination and lives of poverty if you belong to a wealthy tribe because of their success in the gaming industry then you have nothing to complain about. Just remember you NEED THESE EMPLOYEES of non-Native heritage to keep your casinos running as successfully and prosperous as I'm sure most of them are because I myself am non-native but I spent 2 decades of my life dedicated to serving their cause as a front line employee to eventually becoming a manager and during that time I have personally witnessed fellow non-native employees as being treated as nothing but expendable but the fact remains that these tribes need US much more than we need THEM. The citizens are well aware that these so called competitive wages and top notch benefits these tribal casinos offer are not based on any kind of spirit of giving but as incentive for knowing that they are forefeiting every state law that protects them as employees to prevent favoritism and discrimination. It is not okay for anyone in any position to discriminate against any member of the human race because of their ethnicity including people of Native American ancestry so why do so many tribes refuse to respect their rights as employees even though they are in no way obligated by the state that their reservation resides in? I don't buy into the redundant arguments of who was in North America first and who are the true owners of this land so please don't use that as an argument of you intend to oppose my personal beliefs in fairness and accountability. The past is the past for a reason and I feel bad for the youth of these obscenely wealthy tribes who only seem to value their Native heritage because of what they are privileged to benefit financially from instead of their very long line of ancestors who would very likely be very disappointed in the Native youth today for valuing riches and material possessions much more than their ancestry and lineage. That would be something far more valuable to me personally.

    1. I want to represent the wrongfully disenrolled members of Native tribes in my book that describes how pure greed lead to the disenrollment and abandonment of their own people. I want to be a voice for you and expose the greed behind tribal gaming in my upcoming book based on facts and 20 years I spent working in tribal gaming as a non-native American to inform everyone across the country how tribal gaming and wealth became highly valued over seeking knowledge of their ancestry of being Native American and disowning their own people to become more wealthy. It's simple economics. Together we can make these greedy tribal leaders answer for their crimes against YOU and the crimes against the BACKBONE of their success and economic growth. What I mean by that is the non-tribal members and people in general of non Native American ancestry who make up over 90% of their work force who they continue to treat as nothing but disposable and expendable when in fact they owe us a debt of gratitude for dedicating our time, resources and years of service and assistance in helping them turn into the EMPIRES that they have full control of today.   9. In 2004 we were receiving $15,000 before we were disenrolled, but hey who is counting. It is sad what was done, but know that each and every wrong will be righted in the end. I had very bad feelings for what was done to my family, but I have and continue to forgive. I know our heritage, and I know that the health of a Nation is not gained through vengeance or retribution, but rather through the support of the community for those who are in need. The modern Native people have lost their way and have lost themselves. There are no more dances where the old ones speak of the things that make life joyful. That money is not going to bring peace or joy.
